The inner part looks good the outer part could use some blending so it doesn't look as blocky while shrunk down. So try adding some color changes to the out border to blend it in so it doesn't look as blocky, which will improve the looks.

It would help polish your pixel art skills if you attempt bigger pixel resolutions for bigger sprites, for instance look for a art that is scalable and 'add' more to it while making it bigger, and more detailed.

For instance you have a bone, then scale it up to be a detailed pixel bone, then scale it up to show decay and more details, all while retaining it's resolution size to be within a certain pixel scale (like say 32x32 pixels max).

In today's games, it's possible to shrink highly detailed 2d pixel sprites into clear images when they get shrunk down, and our monitors can show really small and detailed images even if they are shrunk down to a tiny 16x16 size.

That method only works on graphic cards and monitors that support handling/modifying the pixels to keep those looks otherwise you can lose details.
